Sounds like "Total Security", that virus that presents itself as an anti-spyware program when in fact IT is the spyware. I had a bout with this not too long ago, it won't let you open programs, won't let you open task manager etc. It WILL let you open up IE but unless you type in directly the domain you want it will completely control your surfing.
Luckily I have a second computer and was able to conduct searches for sites and forums that have fixes posted, or programs that can fight it.
DO NOT pay any money to the program itself, because several varieties offers you a way to get rid of your problem. It's a scam of course.
When you get to the desktop does it identify itself as Total Security? Let me know.
If possible, try to access system restore and restore your computer to a date before it got infected.
