While he has given the order for this, it has become a little more difficult than just closing up shop because now we are dealing with the people that are held there. To me this is change. We are deciding what to do with these people, how to put them on trial and where to put them. That is better than just letting them sit there and doing nothing. I didn't hear of too many people pissed about gitmo bay, but alot that were bringing them to DC for trial
