White balance is only dependent on the surrounding light. Like one whitebalance for indoors and then another one for outdoors in daylight and a few hours later at the sunset it's wise to adjust it again or colors will look strange and unnatural.

What you basically do is telling the camera what white looks like in the current lightning conditions. Then the camera calculates all the other colors by itself.
