h.264 is video codec , not format, many formats such as mp4, m4v, flv, f4v, mov, 3gp etc. can be h.264 as well.
I think your question is mpeg4 or h.264 video codec, container is MP4, .mp4 File Extension. right? If so, h.264, high quality & reduce file size,
resolution must be 480x320,
For TV is 640x480, hehe! Around 800kb/s Bit Rate must be enough, advice is 768kb/s or 640kb/s. flv usually is 768kb/s.
