Shap, I agree that it makes no sense to spend that much on a TGP. I would not place the value solely on his income or current business plan. If you have upper $xxx,xxx the site generates traffic in a very profitable niche. The site has earned front page listings for very profitable search terms. Take the business plan to the next level if you have the skills and sky's the limit.
