There is no guarantee of any traffic of all, but there is a very high probability of getting spidered from these links.
I have bought Sandman's links in the past to get a new site going quickly in SERP's, get some toolbar hits and get a few blog comments going. It's worked fine for that. It's not something you would buy and then link to a sponsor.
