You are right in saying NATS is a great piece of technology and I agree. But if put in the wrong hands, it's a powerful tool for fraud. Not blaming you. I am also not blaming Oppenheimer for creating the Nuclear bomb, but the weapon killed Millions.
If I decide to promote programs via CCBIll or Epoch, I am certain to get my funds before the programs get their share. With Nats sponors, there is at least a 20% loss to be factored in as far as my experience tells.

I think you're making things up again with the "20% loss". No where near 20% of NATS programs have had the issues you speak of. Its a very small %. CCBill / Epoch programs can go out of business or screw you over in other ways also. Perhaps you should be blaming apache as I'd be more of the programs that have gone out of business run apache than NATS!
Your idea may be "funny", but its not quite as simple as you'd like to imagine it to be.
