When you display your price in Euros (and the Euro price exchange rate value equals more that your USA USD customer price) this is "Regional Billing" and what mmcfadden is referring to.
This has to be "opted in" by the sponsor.
"Global Forms" is pretty common and most all ccbill sponsors use these. (and should)

Yes you have a great point here. I think some people may be confusing the issue.
The problem is CCBILL'S REGIONAL BILLING where a US customer is charged $29.95 and an EU customer is charged 29.95 EUROS. The normal join forms that convert the $29.95 into the EQUIVALENT Euros for an EU customer are great.
