Not making excuses for billers. Just trying to be helpful in looking for a reason that a good card would not be accepted. A biller makes their money by processing. They have ZERO profit from not accepting a card. Billers are in business to process. They would soon go out of business if they didn't process every card that can be processed.

But there are other reasons that cards don't go through. I'm merely suggesting that perhaps that could be what's happening. And that the original poster should contact the biller that declined the good card directly and work with them to discover the problem. Or contact the affiliate program and let them know the problem and have them talk to their biller. And there is no "average surfer" heh-heh

Everyone has a distinct and unique set of circumstances. I would say that if a guy who has never charged back, never had his ip banned, or anything else were to take a card and try to join one of those sites he would most likely join. But something is stopping the OP from doing that. Believe me, it isn't because the billing processor doesn't want to make money. But with a little investigation the OP might be able to get to the bottom of it.
