I promise you the local authorities aren't going to give two shits or have any idea what to do. I would c&d the whois info, host, upstream, and registrar by email and then certified letter if that doesn't work. You can pay a lawyer to do it, but s/he probably won't know as much as you. Try it yourself first and save the money.
