If your going from say 1000 minutes to 500 minutes then yes you have to wait till the next billing cycle. But if you keep the same plan and the price changes, they have to give it to you from the start date of that new plan and credit you the difference.
my guess is hundreds of thousands of people will assume the price will drop and not want to wait on hold for 30 minutes to get it fixed. just 10,000 people is an extra $300k in revenue to AT&T... they're not stupid
