Fixing it would involve dropping in three interlocking barrier walls made of synthetic material. (the height of which is above the water level of the tank). Two of the barrier walls will be connected directly to the concrete supports on either side of the fractured glass, creating a temporary sealed-off section.

The water is then pumped out of that section and the glass can be replaced/repaired without having to drain the entire tank. Once fixed, the barrier valves can be opened to allow water to enter the repaired section and the pressure equalized to that of the tank.

They will then check the structural integrity of the repair and once all tests are passed, the barrier walls will be removed.
