Same reason why they are failing too, in my opinion. Instead of letting the public choose what is popular and what isn't they decide who gets the most promo money, the most plays, the awards, etc. People (well dumb people mostly..) hear the same song over and over again and end up thinking they like it but all they end up doing is associating certain feelings with the music because its always in the background.
