2257 was a very bad and hastily written law. It tried to say that US publishers should have the documents, it defined a publisher as someone who alters/edits the content. Then it was decided in court that webmasters are not primary publishers. Was this a webmaster that altered an image?
Thw whole thing is a mess. Why do they not give guidelines? Cos they do not know what they should be.
