To me it seems that the person knows the police officer personally...and the police officer is over stretching his role as a peace officer. I would contact the Srgt at the office where it comes from an ask them if they use email to do this?
That would be the first step...

Every time I have ever filed a complaint ie the idiot restaurant next door I know they have to by law go there personally and check it out they dont just call or send an email and tell them that they are making too much noise..lol

I magine if it ever went to court? " Your Honor I emailed the guy to tell him to stop? " Does that even sound plausible?
