Question about healthcare reform

OK, so in recent days, been seeing news bites of president Obama saying that passing the health-care reform bill will create millions of jobs and lower the deficit

Here's my question
I know that it will create jobs by the government forming boards to control everything, this will cost a lot of money, I've heard that the health-care system accounts for 1/6 of the economy.

He wants it to cover 30 million people that don't have health insurance. I figure that will cost a lot of money too.

With all this new expense, how is that going to lower the deficit?

Carbon is not the problem, it makes up 0.041% of our atmosphere , 95% of that is from Volcanos and decomposing plants and stuff. So people in the US are responsible for 13% of the carbon in the atmosphere which 95% is not from Humans, like cars and trucks and stuff and they want to spend trillions to fix it while Solar Panel plants are powered by coal plants
