The cost thought comes from my NASCAR experience and the main reason they don't go international is the time and cost of transporting all their equipment overseas to a race venue. They have done it a few times for exhibition and they do a points race in mexico and montreal but those can be driven to. One NASCAR team brings a giant hauler with at least two race cars, spare engines and all their equipment to every race. They can hardly afford to race now with out adding the astronomical cost of shipping all that overseas to some international race venue. I'm thinking the same would be for F1 to come here.

I don't know the F1 schedule and venues and whether they have to travel overseas to race. I'm guessing they spend most of their time in Europe and Asia where you can drive through four or five countries in a day.
