Maybe you should read more and comment less. There WOULD be a vote... on whether or not the House agrees with the contents of the senate bill and deem the bill as passed without amendment. If the house doesn't amend the Senate Bill... there is no reason to have a direct vote... they can just call a rule vote (deem and pass rule).
