Of course Paypal blocks epass. They are competititors. The first 4 or 8 digits on a credit/debit card are bank specific. That way it's very easy to just exclude certain number series from being used in your "store" or like in this case in Paypal. It seems like the epass card has some programs/store which limits it's use, since the issue keeps popping up here from time to time. But in this case I would think that it's just a way for Paypal to make sure that money goes through their systems and not epass.
