.name has been a huge failure on just about every level - had sort of a .me beginning to it where it was heavily hyped and then just came crashing down when no non-domainers really cared for them.
I would imagine for that reason, since there's hardly any sites on .name domains, Google probably doesn't like them too much. I knew someone a long time ago who got a slew of domain related ones looking to build out a network of sites on them, and years later I haven't heard anything about his sites doing well, so presumably exact matching keyword phrases including the .name didn't help him rank for them.
For SEO I'd stick with com/net/org and for particular countries, their ccTLD.
