Raising the minimum payout is a way to send a signal to prospective affiliates and weed them out.
They have a one month delay on payouts. That buffer is to give them time to detect / deal with fraudulent activity. I would put my money on sending a signal. They obviously value the traffic, they just don't value the webmaster who sends it.
