We have the freedom to choose here in the EU as well. I had it in the UK and the care was excellent and here I switched to the International plan. So had the choice of flying home and going 18-24 months of treatment there, paid for by Bupa, or staying here with my family.
I found the charges less than the comparable cover in the US because they would fall back on the Public Sector hospitals when the need was there. They don't have private hospitals capable of open heart surgery for instance.
We have the freedom to choose the Governments we want over here in the UK and the freedom to buy that extra health cover as well if we feel we need it. Most don't. Exercising their freedom and right to choose.
