Sounds like you're having DNS issues. If you're using a proxy, it's going to be hard to determine where the issue is. I know that the DNS servers are healthy, but if you want to see what's up in your particular case - feel free to email me all details (IP where you're coming from, traceroute results) and I will have them passed onto the host to investigate.
