Do all gardners have the same set of keys?

So my neighbor behind me is having an 80 foot by 30 foot tree removed. In California (because of wildfires) a tree trimmer can use your yard for falling branches and has the legal right to use your yard as part of his working area. So long as he returns the yard to its pre-trimming condition. ie, no clippings, leaves, etc all over.

Well I go on a bike ride and come back about 1 hour later. The tree trimmers have opened my locked gates which have 2 locks on them. I am puzzled. I try to ask how they unlocked them and he produces a huge ring of keys, but no English. I guess he just started on one side and kept trying until one worked.

So do these guys have literally every key to the city on their key rings or what?
