It's the same with laptops. In the US the wifi channel 11 is being used while Europe uses channel 13/14. It usually has to do with military systems being setup for different frequecies in different countries, and in one country a certain frequecy might be reserved for military use, while it's open to the public in another. This causes problems like this. And in understanding that the Israleli military don't want their systems to be disrupted, I understand that they do something about it.
And also with thte Ipad, it's very easy to target it, since there are no available at the right frequecy, so they know that all will be disruptive and thus an easy target to stop at the border. Laptops they've given up long time ago, since it takes too much time to figure out one from the other, plus all laptops today can switch frequency if one channel is not available.
