Is the order in which pages come up under a "site:siteURL.com" search basically an indication of the order of general weight/authority Google sees the pages of the site? Was just wondering because on one site I've got, I have subpages targeted to particular terms, and I happened to notice that the one that seems to have been getting the best rankings for its term (with relation to the strength of the term/the traffic coming in from it) was 2nd to the home page in the order and thought there might be some correlation.

I don't think so, I think the order is random.
You can check the pr rank for each one and most likely it would not be exact.
But I definably agree with your first statement:
