I dont think programs have ALL their money with WC, that would be silly, but I could be wrong. For example, when we issue payments thru our fulfillment source (not WC lol), we fund them with a little more than all the payment's grand total just to make sure every payment is covered, etc.

I could be wrong, I dont know exactly how WC operates but that's what I'm hoping will unfold.
