Designers that know basic html have little advantage especially when dealing with low budget projects, but requiring them to know many various available web platforms is a bit too much if you ask me. Everyone should focus on their line of specialty.
Graphic and development are too completely different areas. It takes a lot of time and practice to master at least one to be profound in it.

Hmmmm... there are plenty of designers that can handle both. Im not even trying to name myself, but i can think of 3 colleagues here that are quite adept in both realms.
