design is design.. blogs, tubes, paysites, etc - its a structural variation
some maybe good only at one structure, others may very well dress up any type of structural composition.
now when design is complete and approved it moves to coders, whose specific task is to make valid cross-browser compatible html and then integrate it with various types of platforms - this is a normal production process.
I don't expect my designers know a thing about all current W3C standards, its not part of their job, it's coder's. keep designers making PSDs that's what they are good at.
