adobe contribute is a scaled down version of dreamweaver in the cs4 package, that only allows simple amends such as pics, text, links, add new pages etc, obviously it doesn't edit pics, you would need photoshop LE for that or similar if you want cheap.
alternatively teach your self html coding! that's the cheapest and not too difficult! its good to have a basic grasp of html/css coding in anycase as most applications leave junk code behind..
