This timeline is just to get your case processed for a green card, not a US citizenship.
It takes 5 years to become a citizen AFTER you become green card holder, plus about a year to get your papers processed. So your friend is on time. No problem there. Imagine having your mother wait 6 years just to get a visa to come visit you.
Its not a law, its a "I don't give a fuck" attitude towards those that try to come here LEGAKY. If it takes 6 years for a MOTHER to get a immigrant Visa than there is a problem HUGE problem. US immigration doesn't give a rats ass about those that are legal. They always throw them at the end of the line..
