They find a way of blocking all the other chat programs from containg ICQ so you are forced to use their own program - whether its a block or a fee doesn't really matter. Being less popular around the world isn't a problem if they are aiming directly at the Russian market.
Then they fill their own program with Russian advertising.
Then someone writes a small program like A-Patch for MSN that nukes the ads on ICQ and their business model goes down the shitter.
