I'd go with Telus.
I'm from Alberta living in BC, but my cells have always been Alberta numbers. Been on Telus, Bell, and Rogers. Telus has been the best experience overall (which isn't saying much, they still suck) and Bell has been BY FAR the worst.
All I can say is that whatever you do, do not let him get sucked down into that Bell nightmare...
