i think he is just saying that it could happen... i have seen it on Animal planet many times..
a neighbour can report animal abuse and then police will go and check.. doesnt mean
they will take you directly to jail for reporting..
usually on animal planet they were not arrested but just got a couple thousand dollars fine..
