I just spoke with teacher from the next district over and he said that there, there was already heightened security and a police presence on campus that day because of the potential for "brown on brown" violence. With the potential for trouble already smoldering, administrators were surely not out of line in viewing the posturing of these 4 antagonists as a potential match.
I think the bottom line is whether or not the kids were being provocative or not, you can only punish the ones that break policy by assaulting them, you CANNOT deny the kids their right to wear flag shirts.

The ones that the authorities feared would assault the kids need to be held accountable for THEIR OWN ACTIONS. What are you teaching kids if you punish the exercising of RIGHTS rather than the responsibility for assault?
