I think the bottom line is whether or not the kids were being provocative or not, you can only punish the ones that break policy by assaulting them, you CANNOT deny the kids their right to wear flag shirts.
The ones that the authorities feared would assault the kids need to be held accountable for THEIR OWN ACTIONS. What are you teaching kids if you punish the exercising of RIGHTS rather than the responsibility for assault?
