If you absolutely agree that the safety of kids comes first, and plan A is not possible, to protect kids... is it not reasonable to go to plan B? to protect kids? If I was an administrator, I'd rather do whatever it takes, no matter how unpopular, to protect the kids and then have to apologize later, than not do anything at all and be responsible for hurt or dead kids.
