ICQ is a software that allows webmasters and private individuals from around the world to communicate with each other via text messages, and now phone calls. ICQ was owned by the AOL parent company but recently sold to a Russian investment group.
ICQ often has Russian hackers steal ICQ numbers which they then try to sell back to the original owner. Six digit ICQ numbers are highly coveted and demand high ransoms.
