He discharged his sidearm into the back of a motorcyclist by mistake. Mistakes have consequences. Thats it really. When you have the ability to kill or injure someone by your mistake, you know going in how imperative it is to never make that mistake. No idea what the sentancing guidelines are for that. I guess just as harsh or light as the people have decided.
