The fiddy thing is a GFY tradition and isn't a big deal as long as it isn't done by the exact same person every single page.
Barefootsies just takes sig spamming to an extreme. I don't think that he's being singled out by this thread. I think this thread was a courtesy warning for him to stop doing it so he can continue to post here. That's much better than just throwing him out. This way he gets a chance to make the change.
