There is some technology that could help it. There are safety valves they can put in line that are designed to stop things exactly like this. But the the Bush administration made it so that those valves were no mandatory because they cost about 500K each and BP chose not to use them on a volunteer basis.
So they could have contained it as it happened or very shorty after. They also have a few other measures that they assumed would work, but didn't so, as you say, if they don't use the valves their ability to fix a problem has not kept up with their drilling technology.
