The ceramic top ones didn't become popular / reasonable in price in Canada until about 5 or 6 years ago. Now almost all new electric stoves are ceramic top, unless you are buying the cheapest one you can find.
Any of those apartments probably have real old stoves in them, or they opted for something really cheap.
