That's why the economy is in such great shape down there, with all their oil, and people are flocking to go there.

Actually, the problems you mentioned are the same here in the Philippines. That's why a large % of the population is migrating out. It's all about the ECONOMY. We have a system called "booty capitalism"--local monopolies keeping out foreign competition and keeping prices up. No incentive to innovate to lower prices. No desire to go overseas and compete like the Japanese and Koreans (and increasingly, the mainland Chinese).
So the country is stuck with a double whammy of low employment and low wages.
Cutting down on market restrictions and other structural barriers would go a long way in fixing Third World Poverty.
