Why blame either? Instead, let's blame the American public for being greedy and having a love affair with their cars. It doesn't matter who allowed who to do what in when. It if is not a ship off the coast of Alaska, it's a oil rig in the gulf, or a refinary in Newark. It's just a matter of time before this happened.
