Didnt they actually arrest people from the Phelps thing who are not even in the photo? I cant tell that he's smoking something illegal from the picture anyway. There's lots of things you could smoke from a waterpipe. I mean sure, I'd assume it was pot. But thats not how investigations are done. Oh wait... hmm, oh well.
