AI people research on this concept a lot.

One simple assumption you can make is: For what we call "common sense" to actually work, you do need a knowledge base.

But there is also some sort of common sense in a new born baby. Which doesn't function in the exact same way though. It is based on what is already hardwired in its brain. Like, pain is bad, milk is good, crying draws attention, etc..
