The truth is if Paul is using the CC Bill affiliate mailing list, which I figure he is, and you are an affiliate, you must have the box enabled in your account allowing him to send you an email. So, basically you have given him permission to email you. If you don't want the email, go to your CC Bill affiliate account and uncheck the box.
