That's an interesting question....
As a US citizen, I can apply for the proper docs to become a Mexican citizen, and still retain my US Citizenship. Mexico's laws prohibit me from ever voting in their elections even as a new citizen, but I have no idea what the options are if I were to have a child in Mexico (in that scenario). Would they be granted full dual-citizenship with voting rights in both countries? I have no clue.
EDIT: I'm sure this is happening all the time, since there are millions of Americans living in Mexico with dual citizenship, I just don't know the answer.
