You've got it around back to front. It's because people have a 5 second attention span and can only concentrate on what's in front of them that the current president will attract more than he should with hindsight. Clinton easily would have gotten 20-30% votes if this was taken in the 90's, have you forgotten all the supposed murders, bad property deals etc half the yahoos were complaining about? Even Bush will probably go down to 40-50% after 2 years of the next president and all their failures are fresh in people's minds and the attack machines of the opposite side of politics is mid-scream.
Then of course there is hagiography. Kennedy has 0 votes. That bullet basically gave him a halo, 6 more months and he would have been impeached for fucking anything with a warm hole including the communist flavoured kind, not to mention Bay of Pigs and organised crime links etc. And don't get me started on Reagan, Savings and Loan, Iran Contra, and deficit spending every republican or tea party fan here would be calling treason if he were a Dem, how they polished that turd in the past decade has been a study in successful propaganda. Repubs in their 20's probably don't remember when he was a joke.
It is getting harder to compare presidents though.. I mean how would Eisenhower fare these days? He'd get called a socialist 24/7 from his own party and Fox for continuing the New Deal and 5 million Alex Jones listeners would have daily blogs covering his military takeover and the imminent collection of people to be put into forced labour camps to work on his highway program, which is really a NAU link from Mexico to Canada ordered by his NWO masters. The aperture, volume, intensity, lies and inanity of public discourse has increased exponentially for better and worse.
