While he may not have had to punch her in the face, that was a shitty situation. The one girl is clearly resisting him the other steps in and tries to push him off of her and there is a growing crowd around him. Had he tazed her he would still be catching shit, maybe even more. There was no way for that guy to win.
From what I understand he had stopped them for jaywalking and things escalated from there.
