Summary of the RS article: A lot of people to blame for this crime. BP for committing it. MMS and Salazar for letting them do it. Obama for not forcing Salazar to clean up MMS faster. Bush for giving MMS (and Big Oil) 8 years of corruption with a free pass.

I don't know whether Obama was smart enough to know better and didn't care, or whether he's too dumb and believed whatever Salazar told him.
